Thailand will start selling air tickets as soon as next week, a government official said.
Air travellers who have not received a formal refund of their first ticket for the journey will have to rebook to a new destination.
The Ministry of Public Safety and Disaster Management said the measure will also allow authorities to enforce ticket laws to reduce the number of tickets being sold in the country.
Air travel will be prohibited for people who have had their first booking canceled or for people over the age of 50 who do not have a valid Thai passport.
Air tickets will also be sold on the open market.
